Yes. This is good advice.
Let me tell you: there’s nothing like hearing the Governor of New Jersey tell people who live one town over from your widowed mother (living six blocks from the ocean) to stand not on the order of their coming, but go at once. Gives you a certain urgency to the day.
The better advice came from Frank McCall of New Jersey emergency management:
“If they don’t go, OK, what we like for them is to take a 3-by-5 card with an indelible-ink pen write their name, their address, their Social Security number, the next of kin and the telephone number of the next of kin, put it in their left shoe, don’t wear flip-flops or loafers, put it in a tied shoe so we know how to identify you,”
That puts a pretty fine point on it.
