The quick answer is basically yes. I think they do have some specific sub-gutenbergs for specific countries with less restrictive laws where some stuff will be available there, but not in the US.
My understanding is yes. At least, all the free books that came pre-loaded on my Kobo eReader are Project Gutenberg, as are a bunch of the free-to-download titles on the Kobo store.
LOL And I just noticed that the #1 downloaded title on Project Gutenberg is, of course, the Kama Sutra. 😛
