@Dan, more and more Russian drivers here are mounting cameras on their dashboards in order to prove to the police and insurance companies their innocence. Corruption is wide spread in Russia.
I don’t know if he had a Russian car or if they have airbags, but wouldn’t an impact of this size cause a deployment. Also the truck got pretty well trashed while it looks like his hood was unharmed.
Maybe its a mobster with an armored car.
