Precisely? I think it means “Everything is not in order”.
More colloquially, I think it means FUBAR.
Why would they want to invade Belgium when the Flemings would happily join them, they can foreclose on the Walloons, and the Muslims will get what der Staat decrees what they shall get? 😉
