No, Neogenesis (which, as it happens, I finished last night) is not the place to start. Wikipedia has a good timeline chart showing that the book involves the two biggest strands of the Liaden stories. But in fact Neogenesis mentions or involves characters from all but two of the earlier books.
OTOH, Liaden is one of the major Science-Fantasy series of recent years, and well worth reading.

My preference is to offer “Fledgling” to anyone younger’n 25, “Agent of Change” to anyone who likes James Bond, and “Local Custom” at anyone who prefers romance novels .. but this isn’t exactly hidebound. It’s also possible to hand a young deal-maker “Balance of Trade” .. although that one doesn’t *directly* lead to Liad….
