That’s filmed on Old Fulton Street at the base of the Brooklyn Bridge, which area has been considerably gentrified since this was filmed, and an immensely popular park has been built along the waterfront. I lived there about 8-10 years after this was filmed, when it still looked more like it does in the video than it does today. But I cannot answer to whether it is featured in The Secret World.
I’m pretty sure that, if it’s not actually on the local map for TSW, you can see the location from said map.
