…this is cheating. More accurately: it violates the unspoken rule in worlds of this type that Evil be required to do some quite deliberately dumb things in exchange for not being immediately ganged up on by Good and Neutral.

You have clearly not read the Evil Overlord List. Tarquin seems to have read it and taken it to heart. Tarquin is also in the running to become “Greatest Villain Of All Time” because of his crowning moment of awesome back in #763.
Of course, it seems that one of the dumb things that evil is contractually obligated to do is to keep ramping up the repulsiveness until they eventually force enough Neutrals to side with Good to tip things against them.
