Specifically: monsters that steal people’s skins and wear them as disguises. I know of a couple examples from folklore, but I could use a few more. I was gonna say, ‘the more disgusting, the better’ – but that’s already baked into the request, isn’t it?

I’m most familiar with humans stealing the skins of animalistic fairies
And to the best of my knowledge, the Skinwalkers of the Southwest are still (marginally) human.
I’d encourage you to throw up a request over at Mad Genius Club. I know a couple of the authors there have researched the topic.
The Navajo legend of Shagnasty was the main villain in the DresdenFiles book Turncoat. One of the better books of the series IMO.
First thing that popped in my mind was Men in Black, but pretty sure thats not what your going for.
Second thing was from your days in politics, liberals destroying institutions and wearing their skin as a disguise
No, actually, the movie reference is a good one. I can fold that in.
The monster in “The Outsider” by Stephen King does this. It copies someone’s appearance exactly, then commits a horrific murder, and gets double pleasure, first from the act itself, then watching the innocent person get blamed for the act.
