“We’re not absolutely sure,” David told him. “And by ‘we’ I’m including the New Imperials I was working with. They’re having similar trouble; plenty of cases in Kaahira and Edinabara, nothing in Laandan or Mumbai. They just caught it first…”

“…because all of our record-keeping was made paper-only before we were born.” Ethel narrowed her eyes. “But didn’t the Noomps stay digital?”

“Yeah,” replied David. “They also had a dozen EMPs go off in their territories during the Consolidation Wars. Turns out it hit their official records far harder than anybody wanted to admit. Their miracle software from the stars was something that could unscramble decohered data.”
