There are hints that CAPTAIN AMERICA: BRAVE NEW WORLD is not as wretched as might be assumed. I still like the movies a lot more than the TV shows (I’ve largely given up on those). But this would’ve been better as a Hulk flick.

I’ve heard that the copyright for Hulk in the movies is more split (not just Marvel ownership), but I’m not sure if that is current. That was a prior explanation for why Hulk was only in other characters’ movies.
Falcon should not be Captain America. He should be Falcon. Steve Rogers was Captain America because of the Super Soldier Serum. Unless they had a spare vial in a refrigerator somewhere, there can only be one Captain America.
