I know it’s more complicated than this, but the underlying thought is sound.

In a world where Starliner is it, right now people would be running around screaming and there’d be a lot of questions being answered in Congress. Maybe even the press. It’d have the sort of vague but potentially deadly danger they’d like. As it is… ehh? Maybe they’ll get the ship to fly on its own. Maybe they’ll catch a ride on the next flight down. Maybe they’ll wait for next year and do some impromptu ‘what’s it like to be in free fall for extra time’ research while they’re there.

The important thing is, there are options.
