This is pretty standard behavior for them, actually. Summary of the situation/checklist:
- When in power, give their clients large subsidies to produce
nothing currently usefulelectric carsnothing currently useful. - Watch bitterly as those subsidies are zeroed out by the GOP in the House, and those funds redistributed to disaster relief.
- Petulantly hold up disaster relief until the subsidies are restored.
- Blame the Republicans for the lack of disaster relief.
- Whine.
Admittedly, #5 is pretty much a given, under any and all circumstances.
