  2. Does anyone know the best mix of supplements for running someone from a Library of Congress armed and uniformed LE branch counter terrorism unit?

      GURPS Characters/Campaigns/Cops/SWAT/Special Ops/High Tech/Martial Arts/Tactical Shooting/Covert Ops/Espionage/Social Engineering/and bunches of others. (Only Characters and Campaigns are actually necessary, but I tend to treat GURPS sourcebooks like a can of Pringles.)

      Hillfolk
      .
      And of course, there’s Delta Green and The Laundry RPG.
