But isn’t it more fun to give the PCs the opportunity to stop the war before it starts?
All the bad stuff that comes with war has much more of an impact when the players have some responsibility for it.
Plus, it’s always fun putting the players on the horns of a dilemma. (The last time I put players in this position, both of the prime movers on each side were good and honorable men, whose actions were justified and moral. There were other hooks as well, of course. Starting with the girlfriend of one of the PCs naively embracing the romance of one of the causes in a way that was likely to be very hazardous to her health.)
