Note: I don’t want to make the games harder, I don’t want to destroy my frame rate, and I do like my surroundings just a little less dead and desolate. With all that in mind: suggestions welcome. Fallout 3‘s habit of long distances between fast-travel points is particularly annoying, as is the pre-4 version of VATS. But I gather that I’m not the first to say those things.

For Fallout 3, I recommend:
.
The first mod I ever added to a Fallout or TES game, Fallout Streetlights: http://www.nexusmods.com/fallout3/mods/8069/?
.
Weapon Mod Kits: http://www.nexusmods.com/fallout3/mods/3388/?
.
Imma Firin Mah Lazor, which adds tiers to laser weapons (Wasteland, Brotherhood refurbished, and Enclave), including a couple of “silenced” Enclave laser pistols: http://www.nexusmods.com/fallout3/mods/9698/?
Puce Moose, who makes some really interesting quest mods which might be of interest to you: http://www.nexusmods.com/fallout3/users/137055/?tb=mods&pUp=1
.
DC Interiors: http://www.nexusmods.com/fallout3/mods/5573/?

It’s been a while since I played Fallout 3 or New Vegas, and looking at my downloaded mods that survived a couple of computer crashes and moves, most of what I have are armor mods that may look nice, but YMMV. Also, at least some of the people who made some of those mods got banned from the Nexus and their mods taken down.
New Vegas side, there’s Millenia, who added lots of real world weapons to the world, on the one hand, and in so doing turned Doc Mitchell’s house into the best place to go for free guns in a post-apocalyptic wasteland since Zardoz: http://www.nexusmods.com/newvegas/users/431125/?tb=mods&pUp=1
.
XV Enclave rework: http://www.nexusmods.com/newvegas/mods/44490/?
Caveat, not a member of PC master race, so all this is second hand.

The big ones I know of are…
Project Nevada
MTUI
NMCS texture pack
The coloured map and icons mod
Mission Mojave
Nevada Skies
I did not play Fallout 3 on PC, so I bow to the wisdom of others for mods for it. New Vegas, on the other hand:
–
1) As someone mentioned above, Project Nevada is a big one. IIRC it did greatly improve the FPS mechanics of the base game. However, it can also be used to increase/lower difficulty. The thing to remember about Nevada is it is a VERY customizable and modular mod. Not all of the parts added by it have to be used (or even added) and can be tweaked if you do not like the default effects. It is a great mod though.
2) Texture mods are usually subjective, but I did like NMCs_Texture_Pack.
3) The Weapon Retexture packs are also good, just be aware it can have some weird interactions with certain weapons.
4) EVE is a good graphical improvement mod as well.
5) Wasteland Flora overhaul did a good job of kind of filling up the grey and blasted landscape, IIRC.
6) Interior Lighting Overhaul is also one I would really recommend. It does a great job of improving the aesthetics of the interiors over the base game.
7) A pair of mods: A darker nights mod (thee are several to choose from) along with the Electro-City Mod. This darkens the nights and then adds actually lit street lamps and other lights to make the night time play a lot more interesting and realistic.
8) Conelrad is also available for New Vegas.
9) Fellout or Nevada Skies are both good weather mods. I liked the range for Nevada skies, but YMMV.
10) F:NV had some really great weapons added by mods. There are too many to really cover here, but check them out. Most of them spawn in or around Goodsprings- so be aware that they might be kind of game breaking if you get them right out of the gate.

A couple other things to be aware of, both Fallout 3 and Fallout New Vegas work differently as far as skills, perks, and traits go (a lot closer to the original games.) I actually like this system better, but YMMV.
As someone mentioned in a different post, New Vegas was made by guys who wanted to make it something of a throw back. Not all the areas near Goodsprings are happy pony land.
I’ve only played Fallout (any) on an XBOX 360. Yes, I need to update.
.
No, the budget I had set aside for a Steam box with HDMI connection to the big flat-panel got used for something else.
.
No, not an illegal Mexican kidney transplant.
.
I am therefore .. confused .. about what’s wrong with VATS – to me, it works *very* nicely .. however I did find that loading the “Game of the Year” edition reduced the tendency to “hang” ..
.
Oh, and the most annoying situation in New Vegas is when either the Rangers or the Legion declare war on you *and* you can easily defeat ’em. ‘s great for getting lots of caps and halfway decent weapons, but I usually need to “waste” an upgrade on the “fast travel while overloaded” to get to a place to convert the extraneous gear into those aforementioned caps.
