Fallout: London is supposedly coming out in 2023. Featuring: working trains, bicycles, boats, and war elephants with machine gun emplacements.
That last one is probably only going to be for one or two specific missions.

Fan mods of this level of sophistication never seem to get off the ground, alas. Still: I’d play a professional version of FALLOUT: LONDON. I also give them points for using vanilla resources whenever possible. That can seriously extend development time.
