Dear Lord, how would you stat that in GURPS? I don’t think the Gadgeteer and Gizmo rulesets are up to the challenge.
(On this rare occasion, I’m actually going to commit the heresy of thinking Hero system is better suited. Variable Point Pools with time and component limitations wouldn’t be a heavy lift, and the Speed system I so strongly dislike would work well with the Spark/non-Spark character divide.)
Ask me again in a day: I’m currently shoulder-deep in the engine, trying to see how they mapped things out.
